Xbox Live arcade games not working with second Xbox Live Gold account?

We recently added a second Xbox Live Gold membership to our Xbox 360. The problem is, some games like UNO will not work with the second account. Are we expected to buy the game for every user?Xbox Live arcade games not working with second Xbox Live Gold account?

Each game your buy is linked to a specific gamertag and cannot be used or transferred to another so if you have more than one person or gamertag on your console, you have to buy the games for each one in order to play them.
